Background / History

Jiraiya is an orphan with no family clan behind him. Although he finished last at the Ninja Academy, his strength eventually kept pace with Orochimaru’s. He, Orochimaru, and Tsunade received the title of Sannin after fighting Hanzō of the Salamander 223 246 287.

A disciple of Hiruzen Sarutobi, Jiraiya later taught Minato Namikaze and the three founders of Akatsuki: Yahiko, Konan, and Nagato. Following the Great Toad Sage’s prophecies, he regarded Nagato and Minato as potential Children of Prophecy. By the time he receives the prophecy concerning Naruto, he believes both have died without bringing the promised change to the world 77 86 195.

Jiraiya spends much of his adult life traveling under the cover of missions, conducting espionage concerned with Konoha’s safety. He completes numerous S-rank assignments while writing novels and searching for the Child of Prophecy. Before Naruto’s departure, he had already sought guardianship of Minato’s son 77 86 88.

Appearance

  • White hair and a tall build distinguish him even when he conceals his identity 86 115 188.
  • Naruto initially encounters him as an apparently carefree, white-haired middle-aged man gathering information in an izakaya 115.
  • As Hokage, he wears a battle robe when pursuing Orochimaru after the Konoha Crush attack 246.

Personality

Jiraiya’s public manner is carefree, boastful, and frequently lecherous. He describes bathhouse peeping as gathering material for his readers and shamelessly praises his own novels. His preference for freedom initially makes him reject the Hokage position, despite Hiruzen repeatedly offering it 86 87 88.

His loyalty to Konoha does not extend to treating its shinobi as disposable tools. He never considers placing a restrictive cursed seal on Naruto and opposes Danzō’s treatment of subordinates. He also intervenes against Orochimaru’s attack on the Uchiha despite his reservations about their departure from Konoha 88 119 158.

Naruto’s independence unsettles Jiraiya’s belief that his purpose is to guide the Child of Prophecy. When Naruto proves not to need him and the Great Toad Sage refuses an audience, Jiraiya loses interest in missions, writing, and even peeping. His eventual response is to stop waiting for a savior and work toward changing Konoha himself 124 128 131.

Holding office makes him steadier and more politically calculating, but not free of doubt. He begins to understand the pressures behind Hiruzen’s decisions and fears becoming similarly indecisive. His handling of the Sarutobi rebellion exposes the conflict between his affection for his teacher and his duty to preserve the Hokage’s authority 213 223 248.

  • Applies the advanced Four Symbols Seal directly to Satori.
  • The attempt fails when Satori devours the curse markings within seconds.
  • Recognizes that ordinary sealing methods are insufficient and presses Kusagakure’s leader for the Box of Paradise’s location 178.

  • Uses genjutsu to extract intelligence from a captured border spy 168.
  • Considers altering Naruto’s memories with genjutsu, but abandons the attempt when Zabuza and Haku approach 119.

  • Orochimaru — former teammate whose human experimentation Jiraiya opposes. He repeatedly confronts him but still invites him to return to Konoha after the Konoha Crush attack 119 246.
  • Minato Namikaze — disciple and former Child of Prophecy candidate. Jiraiya’s responsibility toward Naruto is rooted partly in this connection 86 88.
  • Naruto Uzumaki — godson and grand-disciple. Jiraiya initially seeks to bring him home and guide him, but ultimately acknowledges his independent strength and leadership; later considers him as a successor and invites him to the Five Kage Summit 88 132 186 287 302.
  • Kakashi Hatake — grand-disciple and investigative ally. Kakashi recruits him into examining Konoha’s past and supports his seizure of power 129 131 187 188.
  • Yahiko, Konan, and Nagato — former students and Akatsuki’s founders. Discovering their connection to the organization raises the prospect of fighting his own disciples; he later reunites with Nagato and Konan during the war 195 314.
  • Great Toad Sage / Gamamaru — source of the prophecies guiding his search for a world-changing shinobi. Jiraiya becomes increasingly troubled by the Sage’s withheld explanations and predictions 86 128 132 190.

  • Sasuke Uchiha — receives training guidance from Jiraiya, who warns that his current strength is insufficient to defeat Itachi. Sasuke’s account also helps expose contradictions in Konoha’s version of the Uchiha’s downfall 131.

Story Role / Major Arcs

The Prophecy and Naruto’s Departure

While Jiraiya is traveling, Hiruzen contacts him to address Naruto’s departure. At Mount Myōboku, the Great Toad Sage describes a golden-haired boy from Konoha whose changing eyes accompany a transformation of the ninja world. Fukasaku urges Jiraiya to establish a good relationship with this Child of Prophecy 77 86 87.

Back in Konoha, Jiraiya learns from Kakashi that Naruto knows his parentage and left because of official deception and the villagers’ hostility. He plans to take Naruto traveling and train him, hoping to restore his connection to the village and the Will of Fire 88.

Encounter with Uzushio Village

Jiraiya encounters Naruto while gathering intelligence and follows his group toward the Land of Whirlpools. There, he accepts a 100,000-ryō commission to restrain Orochimaru during an attack on Uzushio Village. Orochimaru withdraws, but Jiraiya explicitly attributes the outcome to mutual wariness rather than a decisive victory 116 119 121.

Inside Uzushio, Jiraiya deduces Naruto’s leadership role and observes the Uchiha living peacefully outside Konoha. Naruto’s established convictions—and his threat with the Spiraling Ring—make Jiraiya abandon his plan to take him on a training journey. He leaves to report the village’s existence and Orochimaru’s association with Sasori 122 124 125 127.

Investigation and Break with Hiruzen

Kakashi persuades Jiraiya to investigate Konoha’s past. Interviews reveal declining confidence in the Hokage, while Sasuke’s testimony raises questions about Shisui’s supposed death and missing Mangekyō Sharingan. Jiraiya increasingly suspects Danzō’s involvement and Hiruzen’s tacit approval 129 131.

Jiraiya confronts Hiruzen with evidence and demands action against Danzō. Hiruzen instead defends Danzō as necessary to maintain the village’s outwardly honorable image. Leaving on an S-rank mission, Jiraiya begins seeking allies and approaches Tsunade to help change Konoha 158 159 168 173.

Satori Crisis

In Kusagakure, Jiraiya and Tsunade join the battle against Satori and temporarily cooperate with Itachi. Jiraiya’s Four Symbols Seal fails, and the monster remains undefeated until Naruto intervenes. Sensing Nature Energy in the enormous underground attack, Jiraiya identifies Naruto as its source 177 178 180.

Coup and Appointment as Fifth Hokage

Jiraiya openly asks Konoha’s clans to remain out of his planned coup. Hiashi and most other clan leaders choose neutrality. Jiraiya and Tsunade then surround the Hokage Building and Anbu base, seeking a rapid transfer of power that minimizes internal losses 186 187.

Hiruzen signs a document relinquishing his office. With the advisors’ cooperation, Jiraiya takes control of the Anbu and installs trusted commanders. Authorization from the Land of Fire’s Feudal Lord subsequently establishes him as the Fifth Hokage 188 190.

Governing Konoha

Working with Tsunade, Jiraiya addresses Anbu and Root reform and supports restarting Wood Release research for regenerative medicine rather than manufacturing a new bloodline ability. He also reinstates the Military Police Force to strengthen his influence 190 213.

Root remnants and Sarutobi-aligned jōnin remain internal concerns. After two years in office, Jiraiya has become steadier and consolidated more authority, though governing proves far more difficult than frontline combat 213 223.

Konoha Crush and Its Aftermath

During the Chūnin Exams attack, Jiraiya fights the reincarnated Fourth Kazekage and defeats him with Sage Mode. He pursues Orochimaru, who refuses his invitation to return to Konoha and instead offers private cooperation 238 246.

After learning of Hiruzen’s death, Jiraiya must handle the Sarutobi Clan’s participation in the rebellion. He initially removes Hiruzen-aligned ninja from their posts and orders an investigation, postponing final judgment until after his teacher’s burial. He also seeks an alliance with Naruto and receives confirmation that Obito was the Masked Man responsible for the Nine-Tails’ Rampage 248.

Five Kage Summit and War

Jiraiya helps arrange Naruto’s audience with Gamamaru and subsequently invites him to the Five Kage Summit to discuss Madara. When the summit is attacked, he deploys giant toads and uses Toad Oil Flame Bullet alongside Mizukage Hōzuki Mangetsu 299 302 307.

His Sage Jutsu remains a tactical concern for Madara despite their disparity in strength. During the conflict, Jiraiya reunites with Nagato and Konan and asks about their lives and Naruto’s plans. He remains Fifth Hokage when the Kage meet after Madara’s defeat 312 314 320.

Alternate-Timeline Extra

In the extra beginning with Minato’s return from the Dragon Vein without sealed memories, Jiraiya supports his disciple’s reforms and declares his intention to capture the defected Orochimaru. He later helps Minato protect Kushina and the newborn Naruto from Obito’s attack 327 331 332 334.

Trivia

  • Jiraiya writes The Tale of the Gallant Jiraiya and Icha Icha Paradise; the latter is more popular with his readers and is read by Kakashi 86 88.
  • After becoming Hokage, he plans to use the Telescopic Jutsu to gather material for his novels 190.
  • His face is added to Hokage Rock, providing a visible sign of the altered timeline 324.
