History
Rule of Gato
Before Naruto's takeover, Wave Country was impoverished and effectively ruled by the merchant Gato rather than its daimyo. Gato monopolized all maritime transport—the island's only link to the outside world—giving him control over its wealth, politics, and population. He violently crushed resistance, while the daimyo existed as little more than his captive pet 66 69.
The population included many homeless drifters, and starvation was common enough that corpses could be found on the roads 67. Gato's Kado Company, however, remained enormously wealthy and possessed the shipping capacity needed to support the island 72.
Naruto's Takeover
Naruto selected Wave Country as a foothold because its poverty, weak national identity, and lack of ninja made it easier to remake than an established power 66 67. He removed the original lord, took his identity through Sharingan control, and converted Gato into a puppet while preserving Kado Company as a state asset 72.
His first priorities were food security, employment, public works, and border control. Kado Company's fleet began importing storable food while the government prepared local cultivation, fisheries, factories, a hospital, and a school 72.
Industrial Transformation
Within a month, the country entered a construction boom. Roads were repaired and paved; schools, hospitals, and factories rose across the island; and Uchiha ninja used Fire Release for smelting and Earth Release for foundations 88.
The new labor system tied food access and wages to work output. Unemployed residents were assigned to construction, roadbuilding, bridgebuilding, land reclamation, or other public projects 72. Wave Country School opened with winter enrollment after two months of preparation. Naruto served as its first principal, while Nonō recruited teachers in music, art, finance, and literature alongside standard education 119.
