Background / History

Black Gate City massacre

The Hell Organization previously invaded Black Gate City during the Black Gate Mist Incident. Three captains, their pirate followers, and driven fantasy creatures overwhelmed the city; Old Chairman was killed, and Black Gate City was reduced from thirteen Knight Pact holders to five surviving knights 114 169.

The organization apparently failed to obtain the object it sought from Old Chairman's safe. This failure led Black Gate City's remaining factions to expect its return and to fear any attempt to inherit Old Chairman's Lord Pact 71 114.

Some Black Gate City Outsiders later chose to serve as the Hell Organization's informants, monitoring news of the safe. Mister Ye states that those who accept its ideological pollution become insane and may even cooperate with the Shepherds 128.

Return to Black Gate City

The organization signaled its return through an elaborately arranged corpse containing flowers in place of its internal organs. Yang Jia identifies this as White Devil's signature “artwork,” intended as a riddle and warning before an attack 165.

White Devil personally approached Xiao Xiao, praised the rumors of his brutality and artistry, and attempted to recruit him into the organization 167. He later recommended that Xiao Xiao be invited to the Hell Organization's highest level 169.

The three-hour wager

The Hell Organization proposed a Pact-based wager: it would attempt to abduct Xiao Xiao within three hours. Success would secure the Mysterious Guidepost and Xiao Xiao's allegiance; failure would make Black Gate City a Hell Forbidden Zone, barring the organization and pirate groups under its protection from entering it again 181.

Although the wager was presented as an alternative to a massacre, the organization immediately used deception and illusion to seize Xiao Xiao's heart and lure Black Gate City's defenders toward its main force 182. When Xiao Xiao ordered the city's Outsiders to hide, the organization escalated by releasing Pandora's Box, causing city-wide forced aberration and compelling people to act 183 184 185.

Black Gate City ultimately defeated the invasion and was recognized as a Hell Forbidden Zone under the wager's result 252.

Later actions

White Devil later provided Xiao Xiao with confidential Hell Organization material on hunting Mysterious Sources after obtaining the chairman's permission 233.

The Hell Organization's chairman and the Dante Organization's chairman later met Xiao Xiao together, revealing that both organizations had plans threatened by the Noah Project and offering him a place if he came to understand their intentions 277.

During the conflict surrounding Black Gate City and the Mysterious Sources, the Hell Organization's chairman deployed the Midnight Veil, giving Black Gate City a temporary lifeline despite having arrived to stop Xiao Xiao 298. By the final crisis, some people aboard the organization's ships abandoned it to board Noah 302.

Doctrine

The organization teaches that people are already living in hell and therefore have no reason to fear further degradation or death. New members are made to repeatedly imagine their greatest fear and most dreaded death until they can accept—or anticipate—them 190.

Its members are known for treating violence, terror, and cruelty as entertainment. Their apparent recklessness coexists with pride, internal rules, and a willingness to make high-stakes bets over respect and worthiness 181 190.
