Background / History

The Black Robe Guards’ lineage traces back to Great Qin’s Black Ice Platform, while the Luyang Prefecture Martial Guard Yamen itself has existed for several centuries. Though ordinarily treated as a prefectural force, the bureau preserves the Black Ice Platform’s functions as an imperial blade used to monitor local regions and eliminate treason. 24 45

During the defense of Fengtian County City, eight Luyang Black Robe Guards were sent as reinforcements; only Zhang Yuan returned. The battle’s losses left the bureau with fewer than thirty men and severely weakened its fighting capacity. 36

Five years later, Luyang Prefecture’s growing trade and prosperity enabled repeated recruitment drives. The bureau expanded from fewer than sixty guards to more than 320, although its real foundation remained its thirty to forty experienced veterans. 24 42

Zhang Yuan introduced post-battle reviews based on the survival lessons he learned during three months of frontline warfare at Fengtian. The practice became a bureau tradition, alongside stricter training, and materially improved the guards’ discipline and combat effectiveness. 36

Duties and Authority

• Routine service — Black Robe Guards conduct patrols, arrests, escorts, and other local security assignments. 34
• Military deployment — Though not formally part of the regular army, the bureau marches under Great Qin Military Law and can be transferred to reinforce counties or suppress bandits. 32
• Imperial enforcement — Its deeper mandate is inherited from the Black Ice Platform: monitoring regions, crushing rebellions, and acting against treacherous officials and families. 45
• Estate seizure and clan punishment — The bureau may seal businesses, seize property, arrest accomplices, and participate in clan extermination when evidence establishes crimes against Great Qin. 48 50
• Military Merit system — Guards earn promotion credit through missions, service, and confirmed kills; nine merits equal one promotion rank. 41

Personnel and Teams

• The Luyang bureau has eight designated Martial Guard teams; Zhang Yuan’s unit is ranked seventh, while Qi Junliang’s is ranked fifth. 32
• A standard five-man squad is the minimum complement for the Azure Wolf Battle Formation. Larger groups add heavy shields, long axes, and heavy crossbows. 33
• Many new recruits come from local clans, whose families seek advancement and access to official information through bureau service. 24
• The bureau was expected to expand toward five hundred soldiers, requiring additional captains and commandants. 41

Equipment and Tactics

Standard Field Equipment

When deployed for major operations, guards travel light and draw their armor and weapons immediately before battle. A fully equipped Black Robe Guard carries: 32

• Bamboo-plated combat boots and shin guards.
• An eleven-jin layer of soft armor for resisting piercing attacks.
• A twenty-jin layer of scale armor for resisting heavy blows and slashes.
• Bracers, elbow guards, shoulder guards, and a battle helmet.
• A one-foot short blade and a four-foot goose-feather saber.
• A hand crossbow with twenty bolts.
• A five-foot throwing spear.

Formation Warfare

• The Azure Wolf Battle Formation combines shields, spears, sabers, and ranged weapons into a coordinated small-unit formation. 5 33
• The formation harmonizes soldiers’ vitality, blood, killing intent, and fighting spirit to produce greater collective force. 19
• Bureau columns use scouts ten li ahead and sentries five li ahead as a minimum marching standard. 32
• Zhang Yuan also teaches military battlefield principles such as “swift as wind” and “dense as forest,” techniques unusual among ordinary Martial Guard units. 34

Major Operations

Reputation

The bureau is widely called the court’s “hawks and hounds,” while Black Robe Guards are insulted as “court’s running dogs” or “black-skinned dogs.” These names reflect fear of the bureau’s coercive authority as well as resentment toward its role in enforcing state power. 43 45 50

Its return to large-scale violence against the Tang Family revived the older title “Black Robe Killing God.” The operation terrified Luyang’s prominent clans, but many commoners viewed the guards as avengers after Tang property was confiscated and evidence of exploitation was exposed. 49 50

Notable Personnel

• Zhang Yuan — Eighth-Rank Black Robe Guard, Fengtian veteran, battlefield instructor, and acting captain. He leads major deployments and is trusted by the bureau’s veteran core. 25 36 42
• Qian Mu — Military sergeant who trusted Zhang Yuan with leadership responsibilities before his transfer to the commandery bureau. 41 42
• Hu Yang — Seventh-Rank Martial Guard Leader and former colleague of Zhang Yuan’s father; intended Zhang Yuan to inherit his post upon retirement. 31
