The Second and Third Levels would definitely need monsters stronger than the Tank and Witch. They could bring greater challenges and surprises to adventurers while also potentially creating stronger troop types for the territory.

Among the many monsters in the material library, Qi Ji had selected two types of Bosses.

However, when it came to implementation,

he needed to make choices among the monsters.

There were many versions of the Tracker, such as the Flamethrower Tracker, Rocket Launcher Tracker, Gatling Tracker, and so on.

G-Virus Creatures had five forms. Among them, G3-Creature and G5-Creature were entirely different things, so they could each serve as independent materials.

Normal monsters like the Tank and Witch

were far from comparable to these elite monsters.

That was because normal monsters were First Order units, while elite monsters were Second Order units. Even a one-star Second Order unit was far stronger than a five-star First Order unit.

After repeatedly weighing his options,

Qi Ji decided to place the Fire-Spraying Tracker in the Second Level and the G3 Perfect Form in the Third Level!

Why not use the strongest Gatling Tracker and G5?

This decision was based on two practical considerations!

First, 335 points of Mental Strength had already been invested into the materials for Doomsday Frenzy, while a First Order Core could only run content totaling 1,000 Mental Strength.

The stronger the monster,

the higher the cost.

And the more core resources it occupied!

Although the Territory Core, like basic buildings, was a facility that came with the territory, so it could be built and upgraded without blueprints as long as the requirements were met,

the cost of upgrading it was not low!

Upgrading a First Order Core to a Second Order Core required 1,000 Soul Crystals, 500 Mental Strength, and 500 Material Essence.

Qi Ji could afford the resources to upgrade the core, but the territory was In Need of Reconstruction at this stage, and resources should be prioritized for facility construction.

He planned to use the First Order Core's remaining processing capacity to create the Second Level, so he would choose monsters that consumed fewer resources.

Besides, the Gatling Tracker's difficulty was far too excessive!

The Tracker was a type of Tyrant Zombie.

It was one of Resident Evil's most classic top-tier monsters.

It was created by implanting a special Parasite into a T03 Tyrant.

The T03 Tyrant was already extremely powerful. It was Umbrella Corporation's mass-produced perfect Tyrant. Though slightly weaker than a Tank Zombie in raw strength, it possessed exceptional combat intelligence and could even skillfully use all kinds of modern firearms.

It was undoubtedly a Five-Star Normal monster!

Its overall strength was no weaker than a Tank.

Once the nearly perfect T03 Tyrant Zombie was implanted with the Nemesis-α Parasite, it not only retained all its original advantages but also gained immensely powerful regenerative abilities and extraordinary survivability!

Under extreme conditions, it could mutate into a Second Form or even a Third Form.

Even unarmed, it could easily crush an ordinary Tyrant or Tank Zombie.

There was no doubt that it was an elite-quality monster!

An elite monster so balanced in every regard, equipped with a custom Gatling capable of firing up to ten thousand Large Caliber Bullets at a time, would be nothing less than a one-sided slaughter for adventurers.

How were they supposed to fight that?

Boss Qi wanted to torment the Old Sixes.

But he still needed the Old Sixes to farm souls for the territory.

A monster that was nearly impossible to defeat under the current gameplay mode might be immensely satisfying to use for beating them half to death, but if he did that, when would Miracle City ever produce powerful troop types?

By comparison,

the Flamethrower Tracker consumed fewer resources.

It could torment the adventurers half to death, yet they still had a chance of defeating it. It was the far more balanced choice!

At the end of the day,

these young people were simply too weak!

For Miracle City to develop faster,

it urgently needed some more capable adventurer Old Geezers!

Production began!

The First Level had three Tanks, five Witches, and around thirty other types of Special Infected.

The Mental Strength budget for the Second Level had to at least double, so he created six Tanks, six Witches, and fifty Special Infected of various types, consuming a total of 495 Mental Strength.

He spent another 50 Mental Strength

to add more scenes and props.

The final Boss was the Flamethrower Tracker.

This Second Order monster alone consumed 120 Mental Strength!

This production cost 665 Mental Strength. The core's current load was: 1000/1000!

It was exactly at full capacity!

Not even one more point could fit!

Only 597 Mental Strength remained.

However, Qi Ji would next plan out the Third Level and Story Mode first.

Compared to the Second Level, the Third Level would include more Environmental Narrative Details to lay the groundwork for the Worldview and Resident Evil storyline. The level Boss would be the G3 Perfect Form!

G-Virus Creatures were even more terrifying than Trackers.

Their twisted appearances completely surpassed ordinary people's understanding and imagination.

Qi Ji was quite looking forward to the adventurers' reactions when they saw the G3 Perfect Form.

They would become among the earliest batch of elite monsters to appear in Miracle City!

Doomsday Frenzy would have enough content with these additions!

Qi Ji would continue refining the Raging Tide Secret Realm according to plan while accelerating the pace of Territory Expansion, striving to create the territory's second Secret Realm as soon as possible!

Here was a little more explanation.

Monsters ranged from First Order to Ninth Order, which could be understood as major realms.

The levels within the same order could be understood as minor realms. One star was the lowest, and five stars the highest.

Order took precedence over star rating.
