Morning arrived as usual. At last, the streets of Kazdel were filled with pedestrians again. The sentinels moved through the crowds, but they were not reading out conscription orders. Instead, they were informing everyone:

"His Majesty has ordered everyone to go to the central square for information registration. After completing it, each person may receive one kilogram of bread."
