The Wizard World powerhouses and Wizard Alliance creatures attending the assembly were probably not the full extent of Wizard Civilization's strength.
After all, within the Wizard World and the Wizard Alliance, there were surely many powerhouses above Level Four who, like Saine, had only recently advanced, or who for some other reason could not come and attend the Alliance Assembly.
For example, the Level Four and above creatures from the starfield under the Ghost Crow King had been unable to attend this Wizard Alliance Assembly.
But as part of the Wizard Alliance, they would also represent Wizard Civilization in the coming Civilization War against the Galente Federation.
Moreover, as an advanced and powerful civilization, the Wizard World could not possibly withdraw all of its strength.
On the frontline confronting the Galente Federation, there were likewise vast numbers of war legions and Level Four and above creatures stationed there.
Those Wizard World powerhouses stationed at the front or tied down by other important duties naturally could not appear here either.
The same reasoning applied to the Alliance Dominators.
Perhaps Wizard Civilization possessed more Dominator-class Beings than merely the forty-one formidable existences currently present in the venue!
Since everyone had arrived, there was naturally no need to delay the assembly any longer.
Amid the attention of the masses, a beautiful woman in a white dress silently appeared in the sky above the center of the assembly.
