Besides the alliance Dominators mentioned above, some Large Planes within the Wizard Alliance were rather special.
Some had joined the Wizard Alliance, but their own Dominators had already fallen.
Others were Large Worlds conquered by Wizard Civilization in its early years, which had gradually been accepted during their long years under rule and joined the Wizard Alliance.
Without exception, none of these large alliance worlds currently had a Dominator overseeing them.
For example: Shadow World, Challenger World, Myriad Flowers Spirit World, Violet Brake Flame Soul World, Iron Pagoda World, Nesser World, Brain Eater World...
There were simply too many worlds that Wizard Civilization had conquered and annexed.
That did not even include the newly conquered Galente Federation, along with the Apocalypse Great World, Tris Civilization, and Divine Descendant World that had originally been under the Galente Federation.
Worth mentioning was that the Shi'a Empire, once a little brother to the Galente Federation, had surrendered.
It happened on the eve of the Galente Federation's surrender.
The one responsible for negotiating the Shi'a Empire's surrender was not Saine; at that time, he was still trapped in Despair World and had not emerged.
However, Saine knew that the internal force of Wizard Civilization the Shi'a Empire had thrown its lot in with was the Bairen Empire.
As the pillar of the Shi'a Empire and a Dominator-class powerhouse, Amalek must have promised the Bairen Empire some unknown price in exchange for a guarantee of survival.
The Shi'a Empire had not sent anyone to this Wizard Alliance Assembly. Like the Galente Federation, it belonged among the "defeated."
The Galente Federation could at least send a delegation to make a tentative bid for better terms.
But the weak and lowly Shi'a Empire did not even qualify to attend the assembly.
