Every Civilization Leader had different tasks to accomplish during their tenure at the helm of Wizard Civilization.
For example, First Generation Level-9 Knight Locke, the first Civilization Leader. During his time, Wizard Civilization had only just broken through to the ranks of a Top-Level Civilization, at a crucial moment when it needed to develop and expand.
The first leader accomplished this perfectly, carving out a vast territory for Wizard Civilization, which had only just risen to become a Top-Level Civilization.
This laid the groundwork for its later victory in the Galente Federation War, as well as its ability to withstand the offensive of Evil Tide Civilization.
All beginnings were difficult. At least, Saine believed that the First Generation Level-9 Knight's accomplishments far surpassed his own.
As the second-generation Civilization Leader, Befu had continued leading Wizard Civilization in its expansion and development while also solidifying its standing and foundation in the Surrounding Starfield. Her contributions were equally indispensable.
With the solid foundation Befu had laid, Saine's generation could continue leading Wizard Civilization outward, enlarging its territory and rapidly bolstering its strength!
Just like cultivation, the expansion and development of a civilization required knowing when to tighten and when to loosen.
Going by that rhythm, wouldn't the next Civilization Leader after Saine be a "guardian of the inheritance"?
At present, Wizard Civilization's expansion in the Material Star Realm was still ongoing. It was not merely the conflict with the Demon Subjugation Alliance; after Evil Tide Civilization finished its Dimensional Hegemony and departed the Star Realm, a vast territory would also be left behind.
Saine intended to do everything in his power to secure more benefits and territorial space for Wizard Civilization.
As for whether he could help Wizard Civilization claim every territory that could be occupied, Saine did not dare guarantee it.
