Not every Level-9 Being could create a breathtaking Civilization Supreme Treasure before ascending and departing.
Some Civilization Supreme Treasures were truly quite ordinary, particularly considering their rank.
In Saine's view, the two Civilization Supreme Treasures created by the Fallen Emperor were fairly standard treasures.
