Instead, he had begun deploying two secret forces he had kept hidden away for countless years.
That said, N'Zoth's various recent actions had been extremely restrained, and the higher-ups all understood why. N'Zoth had just boosted his standing with Titan Sarodar a while ago, upgrading from hatred to indifference.
