When Hell first connected to this battered little planet, its passageway did not exist above the Federation.
It existed in Scotland.
Scotland was Hell's preferred landing site. However, First Generation Supreme Merlin was extraordinarily talented. He joined forces with King Arthur and nearly fought his way through Hell, forcing Mephisto to sign an unequal treaty.
Mephisto abandoned his plan to turn Earth into Hell's soil. Likewise, through that treaty imposed at sword point, he relinquished his authority over the life and death of the British Wizarding World.
Then...
Because the Federal Mages defected to the enemy, Mephisto opened a Hell passageway in the Grand Canyon of Texas.
Now, the Hell passageway in Texas had vanished, but the one in Scotland absolutely could not disappear.
The reason was simple.
Hell and Earth were connected through the passageways. Once all the passageways were severed, that meant this battered little planet would become an ownerless planet to the endless reaches of Hell.
That was also why Lake had once sent Adam, the Saint Seiya warrior of Ursa Major, to lead a sweep through every ghost and god in Texas.
With the Texas passageway severed, Mephisto could no longer come up and cause trouble. However, the authority over this battered little planet's life and death still belonged to Mephisto, because although the Texas passageway had been cut off, there was still one in Scotland.
Therefore, the Hell passageway in Scotland absolutely could not be severed.

In the backyard, Pallas sat in a chair with smooth, flowing hair, quietly reading a book about London's history. When she saw the light flicker before her, her eyes lit up. She set down the history book, walked over happily, and hugged Lake. "Daddy, did you come to see me?"
Lake smiled. "Your mother said you didn't
