Background / History

Charles was the polished but contemptuous leader of the Lighthouse’s Light and Shadow Society. He used the faith surrounding the Lord of Light and Shadow to defend the existing social order, discredit the Scavengers, and portray their losses during surface expeditions as negligence or greed. When Mark reported evidence of other surviving humans, Charles publicly mocked the claim rather than treating it as a discovery. 263

The emergence of other human factions and the Imperium’s arrival undermined his belief that the Lighthouse was humanity’s final refuge. The confirmed killing of a Devouring Beast further shook his confidence, since it challenged the fear-based assumptions that supported both the Lighthouse’s authority and his own religious position. 281 284

During the Devouring Beast crisis and Tie Hui’s intervention, Charles attempted to seize practical control of the Lighthouse. He and Senger moved against the Scavengers, manipulated the City Defense Force, and used Morgan’s medication shortage to destabilize the existing leadership. 286 288
