Hulley is a blond man with messy hair and a lightning mark on his forehead 85 128.

Personality
Hulley is ambitious and controlling. He considers all Lightning Element Sovereigns subject to his authority, treating Orson’s allegiance to the Underworld as a personal affront. His additional Earth Sovereign Avatar gives him the confidence to pursue Grand Perfection and aspire to become the strongest Ruler 75 76.
Reputation strongly influences his decisions. He selects envoys with exceptional care because he believes their strength reflects their patron’s standing, and he wants his own envoys to surpass those of other Rulers. Challenges to his authority provoke anger, particularly when Linley refuses to defer to him 76 127 128 130.
His aggression is often calculated rather than indiscriminate. He tries to have subordinate Sovereigns kill Linley, reserves the intended prize for himself, and uses promised Sovereignheads to secure Artem’s cooperation. When attacking Linley’s palace, he deliberately limits his power in consideration of the Sovereign Agreement and the Death Sovereign’s territory 76 85 128.

Story Role / Major Arcs
Opposition to the New Ghost Sovereign
Hulley first appears after learning that Linley has become a Middle Death Sovereign. He associates the Underworld’s recent expansion into Material Planes with Linley’s emergence and summons his faction to discuss the threat to their faith interests 75.
He proposes killing Linley before the newcomer consolidates his strength. To entice Artem and several Lightning Sovereigns, he promises Orson’s Sovereignhead after his own future breakthrough, while insisting that Linley’s Sovereignhead would belong to him. The others remain reluctant, and Artem initially recommends investigation rather than immediate action 76.
Gonzalez and the Four Divine Beasts
Hulley accompanies Fletcher to the Wind Element Divine Plane to recruit Gonzalez. The Wind Element Ruler objects to the recruitment, and Hulley attacks him. Their pursuit into spatial turbulence interrupts the Four Divine Beasts’ secret practice of their combined innate ability 76.
The technique threatens even Hulley’s soul. When the Wind Element Ruler self-destructs following the attack, Hulley takes much of the explosion, suffers severe injuries, and flees. At the subsequent judgment, he testifies that the beasts’ joint ability could endanger a Ruler 77 78.
Artem’s Assassination Attempt and Protection
After the Sovereign gathering, Hulley privately urges Artem to attack Linley quickly, citing the newcomer’s apparently slow flight speed. He then occupies the Death Sovereign while Artem attacks. Linley reveals his hidden strength and kills Artem’s Life Sovereign Avatar 79 80.
Hulley later blocks four Underworld Sovereigns outside the Goth Plane, attempting to protect Artem’s remaining bodies and recover his own prestige. The Death Sovereign arrives and engages him, allowing the others to enter the Material Plane. Artem loses his Life main body, while his Lightning God Clone escapes to Hulley’s territory 85 86.
Artem’s Disappearance and the Palace Attack
Much later, Hulley discovers that Artem has vanished from the Lightning Element Divine Plane. Searches and teleportation-record checks reveal no departure, leading his faction to suspect a covert killing by Linley 127.
Hulley confronts Linley in the Underworld, where Linley openly admits responsibility. Hulley throws his Sovereign Artifact spear at the Ghost Palace to humiliate him, but Linley blocks the attack and damages the weapon. The Death Sovereign ends the confrontation; Hulley leaves after forbidding Linley or any of his avatars from entering the Lightning Element Divine Plane 128.
Overgod Token Search
At the Celestial Realm gathering, Hulley publicly suggests that Linley could compete for an Attack Overgod Artifact, deliberately drawing attention to a potential rivalry within the Underworld faction 127.
He subsequently orders Leonard to infiltrate the Underworld with selected Heavenly Punishment Army personnel. His broader search escalates into compulsory Space Ring inspections, collecting rare treasures despite failing to obtain the desired token. Other Rulers condemn his methods but imitate them 130 131.
Death and Succession
After perfecting the Death Rule and strengthening his physique to Sovereign Artifact level, Linley travels to the Heavenly Punishment Continent to seize Hulley’s Lightning Sovereignhead. His opening saber strike destroys Hulley’s Earth Avatar and the palace. Hulley escapes into spatial turbulence with his Lightning Avatar, but Linley rapidly overtakes him 141.
Hulley recognizes that Linley’s strength exceeds his expectations and makes a final counterattack rather than pleading for mercy. Linley cuts through his spear and defensive artifact, then shatters his head. Linley immediately refines the Lightning Upper Sovereignhead and becomes the new Lightning Element Ruler 141.
