Background
Order became the Player community’s largest and most widely recognized organization by combining a large membership base with the support of Players who acknowledge its legitimacy. Its strength is attributed to its “depth and foundation” in people rather than solely to individual experts or equipment. 362
Although it is not an actual government, Order and its Administrators function as the closest equivalent to courts and police among Players. It investigates crimes committed with Death Game abilities in reality, publishes wanted notices through the Forum, and pursues offenders across cities. 57
Order’s authority has practical limits. It cannot block transportation, inspect spending records, or devote all of its personnel to a single fugitive, allowing isolated Players such as Heavenly Artisan to evade capture for extended periods. 116
Mandate and Principles
Order’s stated purpose is the prevention of chaos rather than the pursuit of an abstract, absolute justice. It seeks to restrain powerful Players whose personal ideals—regardless of whether they are righteous or malicious—could destabilize the wider community if left unchecked. 379
Its members are expected to judge people primarily by what they do. This standard allows Order to work with suspicious or morally ambiguous individuals when their actions demonstrate reliability, while still disciplining members who violate organizational rules. 379 390

Structure
