The instant Ian saw the airship, he immediately understood the Blazing Flame Lands' ingenious plan.
They had roughly deduced the range of Ian's prophetic abilities, so they used an extremely roundabout method. Through various actions beyond Ian's predictive range, they manipulated an airship that would only enter Xiahui Territory that day... then had that airship ram directly into Xiahui Territory, leaving no room for error!
Because the infiltration, hijacking, and boarding operation had been decided outside the Empire, Ian had no way to stop it, nor could he find its source in the Southern Ridge.
He was at Great Snowcap, unable even to see that airship. Naturally, he could not tell who the true cause of the disaster was.

Within Precognitive Vision, Ian could see that Rosy Glow City had not turned red—this attack would not cause much damage to the city.

The people of the Blazing Flame Lands might have misunderstood something. Ian was not the sort to care about hostages. Not to mention, after suffering an attack like this from the Blazing Flame Lands, it was best to assume that everyone on the airship was already dead.
Although those dead people dying on the road to Rosy Glow City would indeed bring Ian trouble, that did not mean Ian feared such trouble.
