Every superhero summoned brought a supervillain with them, so the situation did not improve. Instead, it grew even worse.
Why did it grow worse?
The reason was simple. The battles between superheroes and supervillains destroyed countless buildings, and many people were killed by falling bricks and glass.
Reality was not a movie. In movies, aliens invaded New York and fought all over the city, yet somehow hardly anyone died. It was practically a fairy tale. In reality, a falling brick or a flying shard of glass could easily snuff out an innocent civilian's life.
Worse still, Liberty City had an extremely high population density. The NPCs were fine, since they could revive whenever they wanted, but the players were in trouble. They only had three chances to respawn.
To make matters worse, several of the superheroes and supervillains were violent maniacs, such as Hulk, the Fire Dragon, and Red Hulk.
The Fire Dragon was Thor's opponent. It came from Thor: Ragnarok and was the pet of Surtur, the Fire Giant. In the movie, it had chased Thor all over the place, and he had only managed to kill it with the Bifrost.
The current Thor was nowhere near as powerful as his Thor: Ragnarok counterpart, so he was completely outmatched and chased all over the city by the Fire Dragon.
When the Fire Dragon unleashed a blast of Dragon Breath, Thor came through unscathed, but the NPCs and players suffered terrible casualties. After all, that was Dragon Breath—magical fire. Even a little contact would set their entire bodies ablaze.
As for Red Hulk, he was General Ross, Doctor Banner's father-in-law. He retained his reason, and the angrier he became, the hotter his body grew. He and Hulk fought in the streets like two monsters, wrecking the surrounding vehicles and buildings
