After taking control of the Magic World, Andrew carried out some reforms. For example, he began recruiting new apprentices on a large scale.
To become a wizard, one needed talent, much like the Spiritual Root in the Cultivation World. Muggles without talent and Squibs with insufficient talent could not practice magic.
Andrew had not tried to break this rule for the time being. However, with so many people in the world, it was impossible for wizards alone to find every student with talent.
Simply put, there were still many hidden gems being overlooked. It could not be helped; there were too few wizards.
Now that the Magic World was cooperating with the authorities and no longer needed to hide, it could openly search for apprentices. The authorities also helped. Under such circumstances, many talented children were found and became students at the various academies.
Dumbledore was somewhat worried about this, because learning magic required vast resources. In the past, the number of wizards had been restricted largely due to insufficient resources.
Andrew did not care about that at all. He had so many worlds under his command that magical resources were plentiful. Besides having the Magic World recruit more students, he also organized large numbers of Potioneers to brew all kinds of potions, including Felix Felicis and more.
Why did Andrew do this?
It was simple. To control this world, the more wizards believed in him, the easier it would be for him to control the Magic World. Therefore, he vigorously developed new students to accelerate the process of taking control.
As for the potions, they were mainly meant to strengthen the Hell Army's combat power. The war in Hell was growing increasingly intense, but that could wait for later.
Besides reforming the Magic World, Andrew also used its resources
