Chthon and the others had a fine plan, but unfortunately, Tony Stark had seized the major nobles' resources before they could act.
Well, "seized" was not quite right. After all, those major nobles had handed them over voluntarily. No matter what had happened behind the scenes, on the surface, they truly had done so of their own accord—emptying their coffers to support Your Majesty the Queen.
