History
The Imperium was founded after the Emperor unified Holy Terra, improved the Space Marine project, allied with the Adeptus Mechanicus of Mars, and began the Great Crusade to reclaim lost human territories. Its initial expansion relied on twenty Primarchs and the Space Marine Legions created from their genetic templates. 2
During the Great Crusade, the Imperium’s political structure broadened beyond the Emperor’s direct rule. Primarchs gained authority over conquered domains, while Malcador’s bureaucracy handled much of the administration that campaigning Primarchs neglected. 24
Sandman’s emergence reshaped the state’s hierarchy. The Emperor publicly elevated him as Supreme Human of the Imperium, granting his commands equal force across military, civil, religious, and political affairs. 211
The Great Heresy devastated the Imperium. Five Legions fell to Chaos, the Word Bearers’ deployed force was annihilated, and many loyalist Legions lost roughly a third of their strength. The Emperor, Sandman, Korax, and Luo Jia were all gravely wounded or rendered dormant. 227 229
In the aftermath, the Imperium transitioned from a crusading war machine into a more institutionalized state. It reorganized its military, legalized religion, expanded central bodies of government, and reduced its dependence on Warp travel through reverse-engineered faster-than-light engines. 227 229
After six thousand years of dormancy, Korax returned as the second Emperor and resumed centralized command during a period of threats from Necrons, Tyranids, Orks, Rak’Gol, and Chaos. He removed limits on Legion size, authorized recruitment of Mortal Auxiliary Forces, and ordered a campaign to secure the Storm Sector. 231

High Lords of Terra
The High Lords of Terra were established after the Great Heresy to support collective governance. Permanent representation was granted to the Astartes Legions, Astra Militarum, Imperial Navy, Adeptus Mechanicus, Custodes, Sisters of Silence, Ecclesiarchy, Death Cult, and Department of the Interior. 227
Imperial Retinue
The Imperial Retinue serves as the institution responsible for transmitting the orders of the Imperium’s supreme rulers and overseeing its major authorities. It incorporates the Custodes and Sisters of Silence; by the later era, the Custodes within it number approximately twenty thousand. 211 233

Military

Faith and Religion

Over subsequent millennia, Imperial and Death Cult worship spread throughout Imperial territory. This organized faith visibly contributed to the restoration of a damaged Divine Realm near Terra. 229
