Background / History
Founding and Madara’s Departure
The Uchiha and Senju contributed their clansmen and military strength to Konoha’s founding. Madara Uchiha eventually left because his belief that peace required unification conflicted with the First Hokage’s ideals. Other Uchiha, including Fugaku’s father, remained to help build the village 68 69.
Fugaku is the second clan leader since Madara’s departure. His predecessor died on the battlefield; Ling Tian suspects Madara’s involvement, but this is not established as fact 12.
Exclusion from Village Leadership
Despite their founding contributions, the Uchiha are excluded from Konoha’s central leadership and concentrated in police work. Their shinobi generally cannot accept outside missions, leaving members outside the Police Force idle and making livelihoods difficult 12 69.

Story Role / Major Arcs
Alliance with the Hatake Clan
After White Fang’s disgrace, other ninja clans distance themselves from the Hatakes while Uchiha members begin showing goodwill. Ling Tian encourages Kakashi to accept their approach and invite Obito home, using the friendship to make a Hatake–Uchiha alliance visible 11.
Ling Tian then proposes a coup to Fugaku, offering an advisory seat and control of Intelligence. The initial offer would preserve the Uchiha’s police role; the expanded settlement instead transfers policing to the Inuzuka. Fugaku first refuses to gamble his clansmen’s lives, then becomes receptive as Ling Tian supplies military calculations, potential allies, and a broader power-sharing plan 12 13 31.
The Uchiha also help prepare a public-opinion campaign. Fugaku obtains a written account of Kakashi’s bullying and the boys’ defense of him, recognizing it as evidence useful against the leadership 20.
Creation of Red Four
