Organization and strength
At their early peak, the Flying Pirates had twenty fleet captains beneath Shiki. The crew expanded through battles with resisting New World pirates, defeating and incorporating them. Its headquarters occupied a group of floating islands, with a palace on the central island 37 46 327.

The top ten fleet captains had reported bounties above 1.2 billion Belly, though those figures had not been updated for some time. Each captain commanded numerous subordinates; even some subordinate captains in the top fleets were considered capable of leading fleets of their own 420.
History
Expansion and conflict with the Richest Group
Before the Great Pirate Era, the Flying Pirates were described as the most influential pirate force on the seas. Shiki sought to unify the New World and sent Jax to deliver an offer to recruit the Roger Pirates. Jax’s death on Sabaody Archipelago brought the Golden Emperor, Gaia Chaos, to Shiki’s attention 37 43 45.
Shiki subsequently ordered Spand to bring Chaos to him alive. The Flying Pirates’ pursuit developed into a wider conflict with Chaos’s Richest Group. Shiki took Stussy to the fleet’s floating headquarters after identifying her as someone who could manage its administrative affairs; Chaos and several Richest Group representatives came to retrieve her 47 321 327. The two crews fought repeatedly, and several Flying Pirates fleet captains died at the Richest Group’s hands 351 684.
Disbandment and return
Shiki attacked Marineford alone after the Marines’ capture of Roger. Garp and Sengoku defeated him, and the floating islands serving as his stronghold fell when he was captured, killing many pirates aboard them 447 448. The fleet fractured rather than mounting a unified rescue. Annie, Witch Loria, and Spand attempted to free Shiki during his transfer but were captured; other captains, including Axos and Rubit, established independent crews 448 449.
After leaving Impel Down, Shiki began rebuilding the Flying Pirates. He placed particular trust in Annie, Loria, and Spand because they had tried to rescue him. Former captains later returned with their own established crews, restoring the fleet’s ability to compete with other major forces 463 633. Shiki subsequently appeared at a war involving the Marines and Revolutionary Army with Axos, Rubit, Paster, and Annie, dropping an island onto the battlefield rather than joining either side directly 751.
