Background

Garp is a legendary Navy Vice Admiral whose strength is described as comparable to an Admiral’s. Known across the seas as the “Navy Hero” and “Iron Fist Garp,” he repeatedly drove Pirate King Gol D. Roger into desperate situations. He is the father of Revolutionary Army leader Monkey D. Dragon and the grandfather of Ace and Luffy. 19

During an East Blue inspection ordered by Fleet Admiral Sengoku, Garp arrived at Shells Town immediately after Leiyin defeated Krieg’s crew. He investigated the 153rd Branch’s conduct, dismissed the cowardly Captain Short for abandoning his post, and promoted officers who had resisted the invasion. 26 27

Garp became interested in Leiyin after hearing reports of his varied elemental abilities.
