Background / History
The World Government had ruled for eight hundred years. Its system placed the Celestial Dragons above ordinary people, while member nations paid the Heavenly Tribute in exchange for Navy protection. This protection did not eliminate piracy; the continuing threat of pirates reinforced the value of membership and tribute payments. 26 652 723
Rather than seek lasting peace, it deliberately maintained a balance of chaos. Pirates were tolerated as a threat to member states, while powerful pirate forces were kept divided so that no single leader could unify the New World against it. 26 85 598
God Valley exemplified this system's brutality and secrecy. The unmarked island was used by Celestial Dragons for human hunting, and its location was known to the Five Elders. After the incident, the World Government credited Garp with defeating Rocks in order to preserve its authority. 31 85 93
Suppression of History and Technology
The World Government prohibited research into the erased century of history. It repeatedly arrested and ultimately moved to eliminate Ohara's scholars for studying the past and deciphering Poneglyphs, publicly claiming that such research could awaken Ancient Weapons. 186 188
It also interfered with valuable research for its own benefit. Vegapunk was previously captured by the World Government, and research teams were monitored until their results could be appropriated. 235 545

The World Government's preferred balance was a chaotic New World where major pirates exhausted one another. It considered a unified pirate force more dangerous than individual pirate crews, because unity could turn the New World's strength directly against Mary Geoise. 85 598

God Valley and the Rocks Pirates
The World Government treated God Valley as a tightly guarded secret, expecting the Rocks Pirates to collapse after a single failed operation. It intended to kill Rocks while allowing other surviving pirates to scatter and resume fighting one another in the New World. 85
After Rocks's death, it concealed the broader circumstances of the incident and elevated Garp as the “Hero of the Navy.” It also sought to recover Rocks's body, but Bai Ye took it before Saint Saturn's magic circle could retrieve it. 93
Bai Ye's Rise
Bai Ye directly challenged Celestial Dragon authority by taking Jaguar Saint hostage, subduing CP0 agents, and later killing Celestial Dragons and CP0 personnel during a livestreamed confrontation. 86 89
In response, the World Government issued Bai Ye a 25 billion Berries bounty, supplemented by one billion from each of the nineteen Celestial Dragon families for a total reward of 44 billion Berries. 93
Preparations for the Final War
As Byakuya's alliance expanded, the World Government sought support from Elbaf, Shanks, Big Mom, and pirate forces. It planned to use the Mother Seed to activate Poseidon, believing this would secure victory even against Pluton. 570 571
Its leaders accepted that the Holy Land would become the battlefield and that many Celestial Dragons could die. Pirates were assigned to the outer perimeter as expendable cannon fodder, while more trusted forces remained closer to Mary Geoise. 571 732
Blackbeard Alliance and Impel Down
Desperate for combat power, the World Government entered a partnership with Blackbeard. It allowed him access to Impel Down, withdrew the prison's regular personnel, and placed CP forces in control while Blackbeard recruited prisoners for the coming conflict. 599 602 604
Afterward, it publicly pinned the resulting prison crisis on Byakuya, using the chaos to rally neutral forces against him. 612 614
Loss of the Navy and Collapse
When Sengoku led many Navy personnel away, the Five Elders chose not to stop them. They judged that retaining soldiers who might revolt in wartime was more dangerous than losing their combat power, particularly after the example of the internally divided Rocks Pirates. 673 679 685
Morgans's reporting further damaged the World Government's credibility by exposing Celestial Dragon oppression, the Navy's defection, and its manipulation of the Impel Down incident. Its attempt to silence Morgans only pushed him toward Byakuya's protection. 701 703 720
The World Government was ultimately overthrown. Its final legacy was a fractured world and unresolved social, political, and racial tensions that Byakuya had to address after taking control of the Pirate World. 759 760
