Background
The war broke out after Hashirama Senju's death. Tobirama Senju attributed the wider conflict to the loss of both Hashirama and Uchiha Madara, whose power had held the ninja world in check. Uchiha Nan disputed that explanation, arguing that tensions had already made war likely even while Hashirama lived 116 254.
Fighting between consolidated ninja villages proved far larger and more destructive than the clan-based conflicts of the Warring States period 181 197.

End and aftermath
Konoha publicized its victory when the war ended, but the subsequent Five Kage Summit characterized the conflict as one with no real winners: every great village needed years to replace personnel and recover 80 109. Konoha's clans and Ninja Academy likewise needed time to train a new generation 109.
At Yugakure, the Five Kage signed the Hot Water Village Accord. It barred the Five Great Shinobi Villages from attacking one another for five years and called for a joint response to violations 109. The settlement did not erase wartime grievances: Kumogakure and Iwagakure drew closer in opposition to Konoha, while the Iwagakure–Kirigakure feud remained bitter 103 109.
