Background

Jiraiya was Sarutobi Hiruzen’s disciple and one of Konoha’s publicly recognized Sannin. Although he understood much of Konoha’s political darkness, he repeatedly withdrew from responsibility, traveling in search of the Great Toad Sage’s prophesied Savior rather than confronting the village’s problems directly. He later acknowledged that he had often expected someone else—or a future Savior—to solve crises he could not face himself 68 69.

He was close enough to Konoha’s leadership to know of Danzo’s ruthlessness, yet lacked the resolve to remove him. This contradiction defined much of his early conduct during the Uchiha crisis: he sought peace and opposed civil war, but initially asked the Uchiha to endure continued injustice “for the sake of the village” 65 66.

Personality

Jiraiya is compassionate and sincerely concerned for Konoha, its civilians, Naruto, and his former students. When given a concrete responsibility, he attempts to carry it out carefully; even while overwhelmed as Hokage, he worked through administrative documents rather than abandoning them outright 120 121.

However, he is politically indecisive and deeply attached to abstract ideals such as the Will of Fire, village unity, and the Child of Prophecy. He repeatedly struggles to distinguish personal loyalty from public responsibility, particularly regarding Hiruzen and the Sarutobi Clan. Tsunade, Orochimaru, the allied clans, and even Minato ultimately view this as a dangerous weakness 84 440 443.

Uchiha Crisis

Jiraiya returns to Konoha amid the Uchiha conflict after Hiruzen attempts to install him as Fifth Hokage. He rejects the office, citing his search for the Savior, but agrees to meet Uchiha Jin and urge a negotiated settlement 65.

His attempt fails when Jin demands concrete accountability: an end to Uchiha persecution, public apologies, trials for those responsible, and the return of Sharingan stolen by Danzo. Jiraiya instead asks the Uchiha to tolerate the situation for Konoha’s sake, revealing the divide between his desire for stability and Jin’s demand for justice 65 66.

Loss of Faith in Old Konoha

Jiraiya discovers Kakashi, Might Guy, and members of Ino–Shika–Chō within the Uchiha Compound. Kakashi explains that he attempted to assassinate Danzo to avenge Sakumo and now relies on the Uchiha for protection 68.

After questioning Nara Shikaichi, Jiraiya learns of Root’s actions, Uchiha Jin’s political strategy, and rumors surrounding Hiruzen’s rise, Minato’s death, and the destruction of the Senju and Uzumaki clans. The revelations make him increasingly fearful and unable to find a solution 69.

Failed Clan Negotiations

At Hiruzen’s request, Jiraiya attempts to persuade the clans aligned with the Uchiha to return. Aburame Shibi, the Inuzuka, Ino–Shika–Chō, and other clans all refuse 82 83.

Shikaichi explains that the clans distrust Hiruzen, value the Uchiha’s promises of autonomy, and cannot trust Jiraiya to enforce any political guarantee. He further condemns Jiraiya for failing Minato, Naruto, and Kushina’s inheritance 84 85.

When Nara Shikaku leads allied clans toward the Uchiha, Jiraiya considers stopping them but steps aside rather than ignite civil war 85 86.

Fifth Hokage

Hiruzen later coerces Jiraiya into accepting either the Hokage office or the task of convincing Tsunade to return. Jiraiya becomes Fifth Hokage, but remains politically inexperienced and accidentally validates the founding covenant that permits the Uchiha’s legal secession into New Konoha 99 107 110.

Hiruzen overloads him with the Hokage’s work as well as duties formerly handled by Koharu, Homura, and Shikaku. This keeps Jiraiya isolated while Hiruzen’s policies damage the village under Jiraiya’s name 120 121.

Collapse of Old Konoha

As Old Konoha falls into unrest, Jiraiya realizes he has been a powerless puppet Hokage. He proposes that Hiruzen commit atrocities to suppress the rebellion, then be publicly killed so Jiraiya can rebuild the village with legitimacy 139.

He later urges Hiruzen to sacrifice himself for Konoha, but prioritizes the Great Toad Sage’s prophecy over dying himself. When Hiruzen collapses and Old Konoha becomes unsalvageable, Jiraiya leaves to continue searching for the Savior. He discovers Naruto missing but chooses not to pursue him, believing his prophetic mission takes precedence 140 141.

Opposition to Uchiha Jin

After withdrawing to Mount Myōboku, Jiraiya returns alone to oppose Jin’s Konoha. He condemns its peace as a facade sustained through bloodshed and resolves to fight even if it means “dancing with demons” 339.

He first attempts to persuade the reanimated Hashirama, Tobirama, and Sakumo to return to the Pure Land. When they refuse, he activates a Hagoromo-backed release of the Impure World Reincarnation technique 340.

Jin neutralizes this attack with Amenonuboko. Jiraiya survives Jin’s first lethal counterattack with the Sage Talisman, independently enters Sage Mode, consumes Toad Oil Essence, and summons a physical Shinigami through the Evil God Method—Descent 341 342.

Later Konoha Political Conflict

A Jiraiya appearing during later Konoha events opposes Minato’s public trial of Hiruzen and the former leadership, pleading for mercy toward both Hiruzen and the Sarutobi Clan. Minato, Tsunade, and Orochimaru reject his position as politically irresponsible 437 439 440.

After the trial, he offers roughly 1.2 billion in mission fees and writing royalties, asks only for leniency within the rules, and leaves Konoha after recognizing that he has lost all political support 443.
