There actually weren't many King-level powerhouses. Within a dynasty's borders, the wild ones and those serving the court together numbered about as many as the fingers on one hand. The exact number varied, but there were never more than two extra.

The reason a whole group had appeared here was that nearly half of the powerhouses at this level from the four surrounding dynasties had gathered.
