"Given the current situation in the Milky Way Galaxy, Assault Fleets working alongside assault troops have done a good job of maintaining the stability of the Empire's territory. Their upkeep is inexpensive, and there is a broad pool of potential recruits." Marquis Nord glanced at several Star Spirits before making his recommendation:

"In the short term, we still need them to maintain the Empire's vast territory. In the long term, however, the Empire still needs a powerful fleet—including Battle Star Clusters for defense and counterattacks, and Planetary Titan formations with formidable offensive power!"

"The Milky Way Galaxy has five major War Zones, each with only five Battle Star Clusters and 1,100 Planetary Titans. That's far too few. We need to defend such a vast expanse of space; even ten times that number would seem insufficient." Countess Sigrid, who had returned a few years ago after the war of expansion ended, reminded them:

"Judging from the conflicts of the past three years, the rate at which Spacetime Bubbles are appearing is increasing sharply. The challenges we'll face in the future are growing by the day, too. We need to deploy more Battle Star Clusters as anchors to stabilize the War Zones, and more Planetary Titan formations to counter increasingly frequent attacks."

"Countess Sigrid's suggestion is excellent. I agree," Count Piya chimed in. "Assault troops and Assault Ships are only a temporary stopgap. If we truly want to rule the stars, we'll need to rely on massive warships and their guns!"

"Agreed." Liu Yun nodded, adding considerable weight to the proposal. "Of course, I'm not denying the role assault troops and Assault Ships play at this stage. But we need to plan ahead."

The matter was all but settled. The military leadership was remarkably united in its focus on traditional fleet construction.
