The star Liang Ji chose for his Creation Derivation Path was not within the Star Alliance. It lay in the Outer Domain Star Sea, some distance beyond even the area reached by the Star Alliance's expanding Celestial Star Array Diagram.
It wasn't that Liang Ji didn't want to make the attempt within the Star Alliance.
If he could, he would much rather choose a suitable star within the Star Alliance and attempt the Creation Derivation Path secret art there. It would be far safer, with no need to worry about attacks or accidents, and would save him a great deal of effort.
But there was a problem. To cultivate the Creation Derivation Path, a Star Lord first had to find a suitable dead star. Its location and surrounding environment both had to be appropriate. At the very least, after the Star Lord transformed it into a Life Star and perhaps arranged a star system around it, it could not affect or damage nearby stars, especially other Life Stars.
Otherwise, disrupting the Star Alliance's internal order, interfering with the Celestial Star Array Diagram, or affecting other Star Lords' cultivation would all be unacceptable.
