History

Garp takes custody of the newborn Mercer and Ace after Portgas D. Rouge's death. When he realizes that Mercer is unconsciously releasing Observation Haki and may have an abnormal condition, he immediately brings him to Drum Island for Kureha's examination and care. 1 2
