If he wasn't the Candidate God of Destruction of Universe 7 from another timeline, why had his journey through time and space brought him to Universe 7?

Judging by what had happened since they arrived on Earth, they clearly weren't carrying out a Time Patrol mission.

And after leaving Earth, they had come straight to the God of Destruction Realm of Universe 7.

Gran applauded.

Bulma was stunned by Whis's answer. When she saw Gran clapping, she joined in.
