If he wanted to kill Cell, he would not even need to make a move. One look from him would be enough to make Cell explode.
But this Android Saga seemed to be getting more and more interesting. He rather wanted to see what Cell would become after absorbing the Androids from this timeline.
Under Gran's gaze, Cell had already moved in front of the Incubation Chamber.
