Sacred Ash was the essence of Life Power left behind after its rebirth from nirvana. As an item related to Legendary Pokémon-level Life Power, it could not only revive life but also transform ordinary life from the ground up.
However, Sacred Ash was not a universal resurrection medicine. The lower the target's life level and the weaker it was, the easier it was to revive. The higher its life level and the stronger it was, the harder revival became.
For example, if Groudon died someday, even Ho-Oh could not revive a Groudon that had lived for billions of years with a hundred portions of Sacred Ash.
But if Infernape died, that would not be much of a problem. Although Infernape was not weak, its life level was not particularly high. It did not specialize in Life Power, and its species lifespan did not exceed a century, so reviving it would still be relatively easy.
By comparison, it was more troublesome for Ho-Oh to revive Mythical Pokémon and Legendary Pokémon.
Besides bringing the dead back to life, Sacred Ash could also elevate a Pokémon's life level, fundamentally transform ordinary Pokémon, and grant them the potential for Legendary Pokémon-level life.
For example, the Three Sacred Beasts had been transformed by Sacred Ash and, after cultivating for a century, became Legendary Pokémon.
And if they wanted Infernape to master a relatively high level of Life Power, Ho-Oh thought it over and decided that using Sacred Ash would be the fastest way.
Of course, it could also keep Infernape by its side and slowly teach it for a few years, letting it learn gradually like Eevee and the others. But Ho-Oh would rather use a portion of Sacred Ash.
