History
Change of government
As Hokage of Konoha, Uchiha Kazuto placed Konoha-trained administrative personnel in positions across the Land of Fire before moving against its Daimyo 61 72. The Daimyo was made to write a suicide note under Kazuto's genjutsu, and Kazuto was subsequently named his heir 72 75. On taking the nation's highest office, Kazuto rejected the title Daimyo in favor of Great Leader; that position allowed his dōjutsu-backed laws to apply throughout the country 75.
Konoha-trained personnel replaced the former officials. Most commoners showed little concern about the change of ruler, while nobles who resisted were arrested or sent to the Research Institute 75 76.
Expansion
Kazuto used fabricated historical documents to claim Land of Wind territory containing Rōran. The Land of Wind agreed to a permanent transfer, after which Land of Fire officials and security guards introduced its laws, schools, and food supplies to the ceded area 147 148 149.
The Land of Fire later launched a surprise attack on the Land of Wind. Its forces defeated the larger defending army, and Kazuto sent administrative and security personnel to govern the annexed country 152 153 154. His forces subsequently occupied the Lands of Earth, Lightning, and Water and extended his laws into them 182. Smaller countries also surrendered; after Kazuto consolidated control of the Ninja World, he established the Eternal Order Empire 183 225.
Government and law
- Administration — Kazuto established a cabinet and recruited officials from across the country, including applicants who could not read, provided they passed a background check. Cabinet ministers served five-year terms, and officials were required to be loyal to him 76.
- Anti-corruption measures — His dōjutsu strengthened officials' resistance to temptation; bribery or other prohibited conduct triggered a physical reaction and could result in transfer to the Research Institute 76.
- Security — The Military Police Force's remit expanded from Konoha to the entire Land of Fire. Local security stations and the Fire Country Security Bureau supported law enforcement 79 91.
- Territorial laws — Some laws punished offenses committed within the Land of Fire even when the offender was not a citizen 124. Early nationwide laws carried no punishments while the security network was still being established 79.
- Clan authority — National law superseded conflicting ninja-clan rules. After the Hyuga Clan's Main Family–Branch Family conflict, other clans reviewed their own rules for conflicts with Land of Fire law 133.
Education, research and military
- Land of Fire Ninja Technical Academy — Recruited civilians with untapped ninja aptitude. Knowledge Transmitters accelerated basic education and training 79.
- Land of Fire Defense Force — Expanded from Konoha's defense force to provide internal and external security. Recruits included ordinary citizens whom Kazuto's power enabled to fight as ninjas 79 124.
- Research Institute — Developed technologies including the Knowledge Transmitter, Immovable Vajra defensive modification, and resurrection methods 76 94 140.
- Food production — A Wood Release Ninjutsu Releaser enabled automated, large-scale farming 117.
- Cost of warfare — Despite resurrection and limb-regeneration technology, the Defense Force suffered high casualties and disability rates. Kazuto responded by planning a department to increase the birth rate and coordinate matchmaking 117.
