History

Ninja village era

Before Uchiha Kazuto's rise, Konoha was an autonomous shinobi village stationed in the Land of Fire. Though treated as the country's military power in practice, it depended on the Daimyo's funding and missions and functioned as a mercenary organization rather than a formal state army 55.

The Uchiha Clan's Military Police Force was initially Uchiha-exclusive. After taking control of the clan and police force, Kazuto opened recruitment to the entire village, mixing new recruits with Uchiha personnel to form nine Konoha Peacekeeping Forces 12 16.

Oppression and the purge of Hiruzen Sarutobi

Kazuto expanded police authority through laws against brawling and insulting the Hokage. The Military Police Force violently suppressed dissent, encouraged residents to inform on one another, and targeted clans with alleged ties to Shimura Danzō; public order improved superficially while resentment spread through the village 28 29.

He established the Study Corps after Naruto's arrest, using it to train Academy students and later repeatedly retrain Konoha's ninja. The program improved learning and coordination while cultivating loyalty to Kazuto 28 32.

After exposing and circulating material against Hiruzen Sarutobi, Kazuto turned Konoha's police, civilians, and much of its military power against the Hokage. Hiruzen was beheaded, and Kazuto accepted the position of Fifth Hokage amid public acclaim 37 40.

Transformation into a state power

Following Hiruzen's death, Kazuto attributed Konoha's earlier harsh rule to the former Hokage, relaxed the most visible restrictions, and made a half-month Study Corps program mandatory for every ninja and new Academy graduate 41.

He dismantled the Hokage Rock and replaced it with monuments to himself, declaring that he did not intend to relinquish power. The nine police squads were reorganized into the Konoha Defense Force, a village-funded military intended for defense and external operations rather than mercenary missions 48.

Kazuto's administration gradually expanded beyond the village. Administrative graduates were placed into government positions, Konoha-trained personnel infiltrated the Land of Fire's governance system, and the Daimyo was left without effective control of the country before Kazuto replaced him 57 72 74.

Land of Fire and imperial era

As ruler of the Land of Fire, Kazuto expanded Konoha's police, military, administrative, research, and medical institutions across the country. He also established schools to recruit civilians with chakra potential and turn them into trained personnel 79.

The Land of Fire Defense Force eventually fielded more than 100,000 fighters enhanced by Kazuto's dōjutsu and modification surgery. Its victory over the Ninja Alliance demonstrated that Konoha's former village-scale force had become a national army 100 103 107.

After conquering the former great nations and compelling smaller countries to submit, Kazuto dissolved the previous countries and reorganized the Ninja World under the Eternal Order Empire. Konoha consequently became part of an empire-wide system rather than an independent hidden village 183 225.

Institutions

Military and Security

• Police enforcement — The Military Police Force arrested, beat, and intimidated suspected dissenters, while rewards for informants made residents fearful of criticizing the village or its leadership 28 29.
• Dōjutsu enhancement — Kazuto could improve the learning ability of organized units and raise selected members' chakra, physical strength, and reaction speed to far higher combat levels 16 36.
• Anti-infiltration — By the time of Kazuto's rule, outsiders hostile to Konoha's power structure could be detected, making covert infiltration exceptionally difficult for figures such as Orochimaru 52.
• National army — The Land of Fire Defense Force incorporated civilian recruits, dōjutsu enhancement, and physical modification. Its strongest members were described as comparable to Kage-level fighters from weaker villages 100.

• Uchiha Kazuto — Clan head, Military Police Force commander, Fifth Hokage, and eventual permanent ruler who remade Konoha into the core of his national regime 11 40 48.

Parallel-World Counterparts

Separate versions of Konoha appear in parallel worlds, where the village initially retains the older hidden-village system and regards Kazuto's empire as an existential threat. One such Konoha convenes a Five Kage Summit after receiving evidence of parallel-world travel and invasion 196 202.

That world's Five Great Ninja Villages later form a Ninja Alliance, overthrow their respective Daimyos, and enter the Shinobi Nations era; Hiruzen Sarutobi becomes acting Daimyo of the Land of Fire 205 206.
