Background / History

A disciple of Tobirama Senju, Hiruzen succeeds him as Konoha's Hokage and becomes closely associated with Shimura Danzō, Utatane Koharu, and Mitokado Homura. His status as Tobirama's student also informs his distrustful view of the Uchiha: while he considers Itachi a rare genius, he believes the boy's Uchiha background prevents him from being fully suitable for the Hokage's inner circle 13 15.

When Kazuto kills Danzō and exposes the alleged Uchiha coup, Hiruzen is shaken by the revelation that his longtime comrade may have plotted against him. He initially suspects Kazuto's motives, but political instability and the danger posed by other villages prevent him from acting directly 9 15.

Kazuto's public devotion gradually wins Hiruzen over. He interprets the Military Police Force's pro-Hokage slogans, expanded recruitment, and requests for funding as sincere efforts to bridge the divide between the Uchiha and Konoha. Hiruzen ultimately comes to regard Kazuto as a loyal and useful subordinate who could control the Uchiha clan after his own retirement 18 22 31.

Under Kazuto's proposals, Hiruzen approves the Academy Study Corps, accepts seized clan assets in the Hokage's name, and allows the detention of Koharu and Homura. These measures strengthen his authority while directing public resentment toward him 28 32.

After a diary purportedly belonging to Danzō circulates accusations that Hiruzen murdered Tobirama and enabled human experimentation, Konoha turns against him. Hiruzen denies killing his teacher and attempts to restore order by mobilizing the Anbu and calling on Kazuto's Military Police Force—unaware that Kazuto is directing the crisis 33 36.

Kazuto then attacks Hiruzen in the Hokage's office, presenting himself as a loyal retainer devastated by the Hokage's supposed betrayal. With the village, Military Police Force, and hesitant Anbu no longer supporting him, Hiruzen is defeated, captured, and sentenced to execution 37 38.

At the guillotine, Hiruzen finally realizes that Kazuto orchestrated the oppression, the political isolation, and the uprising while attributing everything to the Hokage's will. Kazuto executes him before Hiruzen can expose the deception 40.

Posthumous and Parallel-World Roles

After his death, Hiruzen is later present alongside Orochimaru and the resurrected Hokage through Impure World Reincarnation. He repeatedly regrets having trusted Kazuto and ignoring Itachi's suspicions, but argues that Kazuto's performance of loyalty gave him little reason to suspect a coup 155 180 181.

In a parallel-world storyline, Hiruzen initially intends to keep knowledge of the parallel-world threat secret in hopes of benefiting Konoha. He later accepts the Great Toad Sage's demand to publicize the prophecy and convenes the Five Kage Summit 196 202.

This version of Hiruzen treats his world's Kazuto as both a potential asset and a potential danger. He places cursed seals and contingency measures on Kazuto, intending to kill him and seize his eyes should he awaken the Mangekyō Sharingan; under pressure from the other Kage, he is forced to remove those plans and accept restrictions on Kazuto 203 204.

Following the formation of the Ninja Alliance, Hiruzen participates in the assassination and cover-up of the Land of Fire's Daimyō, then becomes acting Daimyō himself. He later yields Konoha's leadership to Tobirama after Tobirama's resurrection 206 270.

Personality

Hiruzen is a cautious, politically minded leader who prioritizes Konoha's stability and interests. Faced with the parallel-world crisis, his first instinct is to conceal the information and seek an advantage for Konoha rather than alert the wider Ninja World 196.

His trust is selective and shaped by political utility. He views Kazuto as an ideal instrument for managing the Uchiha clan, yet is willing in another timeline to sacrifice Kazuto if the boy's Mangekyō Sharingan becomes too dangerous to control 22 204.
