At a meeting with the other Kage, A demanded seventy percent of Konoha's mission share for Kumogakure, drawing an immediate objection from Ōnoki 81. During the Ninja Alliance's campaign against Uchiha Kazuto, he hoped to claim Kazuto's Mangekyō Sharingan for Kumogakure 101.

The Land of Fire's unexpectedly large ninja army disrupted the alliance's plans. A questioned how Kazuto had produced so many fighters, then grew furious as the campaign turned against them 103 105 113. After Rasa withdrew, A confronted him over the alliance's defeat 114.

Documents later convinced A that Kazuto's soldiers had been ordinary people transformed into remarkably consistent fighters. He wanted the eyes that made such an army possible, but recognized that taking them would require overwhelming force 124 126. He subsequently argued that, if the eyes could not be seized, they should be destroyed rather than left for another country to acquire 159.

When the Ninja Alliance's final battle collapsed into mutiny, A killed several fleeing soldiers but could not restore its formation. He acknowledged that the alliance might have been defeated from the outset 167.

Personality

A is openly demanding with rival leaders and unwilling to soften his words for allies. He presses Kumogakure's interests at the Kage meeting and later rebukes Orochimaru for proposing an attack without understanding the situation 81 145. His desire for Kazuto's eyes is tempered by a practical assessment of whether they can actually be taken 126.
