The hardline faction was led by Meteor City's Elders, the Phantom Troupe members (excluding Gelman and Hisoka), and most of Meteor City's residents.
As long as it protected Meteor City, and the benefits to the city outweighed the drawbacks, they would do anything. They also held a strong belief that lives outside Meteor City were beneath their concern.
The separatist faction was led by Kikyo Zoldyck (Killua's mother) and Canary (a trainee butler of the Zoldyck Family).
Because of one circumstance or another, they had left Meteor City. They might occasionally return for a visit, but their ties to the city were now weak, and they cared more about the lives they had built for themselves.
The faction that kept its distance without fully cutting ties was led by Sheila (a childhood friend of Chrollo, Machi, and other key Phantom Troupe members).
Either because their views differed from those of Meteor City's Elders and the Phantom Troupe, or for some other reason, they spent most of their time living outside Meteor City but were unwilling to sever their ties completely.
Of the three factions, the hardliners were by far the largest and enjoyed the most popular support. Meteor City needed them, and, in the end, they really had changed and protected the city.
Gelman could be called a "reformed man." He could have taken the moral high ground and denounced the people of Meteor City and the Phantom Troupe as filthy and brutal.
But he hadn't, nor would he stop Shizuku's meager charitable efforts. He disdained such hasty attempts to distance himself and kick others when they were down.
Gelman wouldn't enable wrongdoing, but he didn't want to use this opportunity to curry favor with the world outside Meteor City, either. He would walk his own path.
