Background
Tobirama Senju selected Hiruzen as his successor after the Second Hokage's death. In his early tenure, Hiruzen was self-disciplined, kind to others, respected by the village, and strong enough to earn the Hokage position. His defining weakness was an extreme concern for his own reputation and the perceived purity of his Hokage legacy 174.
He continued and intensified policies aimed at restraining the Uchiha Clan. Although Tobirama had only given general instructions that Uchiha Dan should not train and should live as an ordinary civilian, Hiruzen kept Dan under surveillance for seven years and considered eliminating him as a potential threat 50 52.
At Uzumaki Mito's urging, Hiruzen allowed Dan to extract Chakra and work as a Medical Ninja, while retaining the surveillance network around him 6.
