His human experimentation is explicitly identified as prohibited under Konoha’s regulations. He collaborated with Root in experiments involving Hashirama Senju’s power and created Danzō’s cell-enhanced arm, which supported both Sharingan and Wood Release but required sealing to prevent it from going out of control 13 14 116.
