Background

Hiruzen presided over Konohagakure during a period of declining military strength, political division, and external pressure. Following Kumogakure's demand for accountability over Toroi's death, he refused to begin another war and chose negotiation, a decision Hyuga Hiashi understood as an intent to sacrifice him for peace. Hiruzen privately admitted that he lacked his teacher's ability to protect comrades without compromise. 6

He regarded Naruto primarily as the Nine-Tails' jinchūriki, but refused Danzō's repeated demands to take custody of him. Hiruzen insisted that Naruto remain among the village rather than become the property of Root or any political faction, assigning Kakashi to protect him from Root operatives and Root-connected villagers. 6 64 72

During the escalating Uchiha crisis, Hiruzen initially sought to prevent open conflict. After Danzō's illegal Wood Release and Sharingan transplants were exposed, Hiruzen stripped him of his positions and ordered Root disbanded, though the punishment failed to satisfy Uchiha Fugaku and Uchiha Shisui. 70 He later mobilized Anbu and allied clans when he believed the Uchiha were staging a coup, only to learn that they intended to leave Konohagakure instead. 74 75

Hiruzen survived an assassination attempt by Aburame Ryōma, a Root ninja acting to clear Danzō's path to the Hokage position. 82 Later, during Orochimaru's attack on Konohagakure, he confronted his former student in the Hokage Building.
