Authority and Structure

Imu and the Gorosei

Imu was the World Government's concealed sovereign, having occupied the supposedly neutral Empty Throne for centuries. The Gorosei acted as the organization's nominal supreme authority and public decision-makers, while remaining subordinate to Imu's will 159 329 331.

The five elders directed major policy, military spending, intelligence operations, recruitment initiatives, and negotiations with powerful external figures. Their authority was nevertheless threatened when Imu planned to have Saint Seven sign the Abyss Contract, which would have made him eligible to replace them 193 274 330.

Affiliated Nations and the Reverie

The Government maintained more than 170 affiliated nations. These states paid annual Celestial Gold tribute to retain their vassal status, while only fifty representative countries could attend the quadrennial World Conference at Mary Geoise 50 54 194.

Policies and Practices

Celestial Gold and Political Control

The Government's affiliated-nation system was built around Celestial Gold. Member kingdoms paid according to population, encouraging rulers such as King Bekri to reduce their taxable populations rather than protect their citizens 50.

The Government later characterized its own international order through a divide between affiliated and non-affiliated nations: affiliated states received protection in exchange for tribute, while non-affiliated nations were left exposed to piracy, enslavement, and poverty 407.

Suppression and Exploitation

The organization pursued political stability rather than the complete eradication of piracy. It used the Marines to maintain order and deter threats, while limiting Marine power through budgetary control and dependence on Government funding 286 348.

Its documented actions included:

• Erasing and concealing the Void Century following the destruction of the Great Kingdom 330 435.
• Maintaining a bounty for information on surviving Lunarians, whose existence was treated as a threat 52.
• Ordering the conscription of Fish-Man soldiers without initial compensation 251 253.
• Conducting human-modification projects, including experiments on children at Punk Hazard 374 375.
• Permitting slavery, Buster Calls, political manipulation, and the persecution of dissenters—crimes later publicly read out before the Gorosei's execution 410.

Fish-Man Island Negotiations

When the Government sought Fish-Man soldiers, Saint Seven represented it in negotiations with the Ryugu Kingdom. The resulting agreement formally banned the Fish-Man slave trade, permitted Fish-Men to join Government departments voluntarily, and granted them equal treatment in those institutions 256.

The policy did not guarantee the end of trafficking, but it allowed Fish-Man Island to legally defend itself against slave traders without the Government automatically siding with the Celestial Dragons behind them 256.

History

Founding and Eight Centuries of Rule

Eight hundred years before the story, twenty nations defeated the Great Kingdom and established the World Government. The new regime erased a century of history, while Imu secretly assumed sole control despite the Empty Throne's public symbolism of equal rule among the founders 329 330.

The Government's historical concealment preserved three major remnants of the Great Kingdom: the Poneglyphs, the D Clan, and the Rubber Fruit associated with Joy Boy's prophecy 330. Imu also turned the bodies of the founding kings into vessels for possession, storing them beneath Mary Geoise 396.

The Great Pirate Era

The public execution of Pirate King Roger was intended to intimidate pirates and display Government and Marine authority. Roger's final words instead spread news of the One Piece worldwide, beginning the Great Pirate Era and driving pirates and refugees to sea 2.

The rise of the Four Emperors subsequently drew Government attention toward the New World, allowing the Revolutionary Army time to expand 2.

Conflict and Accommodation with Beelzebul

The Government initially treated Barzeb Seven/Beelzebul as a dangerous criminal. CP agents attempted arrests in the early stages of his return to piracy, while the Government later faced repeated kidnappings of Celestial Dragon Saint Elaine and paid Devil Fruits and high-grade weapons as ransom 7 33 34.

As Seven's strength and influence increased, the Gorosei shifted from confrontation to recruitment. They regarded him as a potentially useful ally because he was not believed to be of the D Clan and had previously conducted transactions with the Government 122 159.

After the Battle of Marineford, Imu negotiated directly with Seven, granted his demands for Buggy and Bullet's release, and offered him Divine Knight status 160. The Government subsequently accepted Inazuma as an affiliated nation, cancelled the Morning Star Crew's bounties, elevated Seven to Celestial Dragon status, and sought to bind him through privilege, gifts, and an eventual Abyss Contract 193 203 206 330.

Decline of Marine Loyalty

The Gorosei repeatedly reduced or threatened to reduce Marine funding while directing vast resources toward Saint Seven and the Pacifista Project. Their allocation of fifty billion Belly for Seven's “education” as a Celestial Dragon, while cutting Marine expenses, deeply angered Sengoku and other senior officers 338 342.

Marine dissatisfaction intensified after Kizaru exposed Caesar's child-experimentation program. The Gorosei dismissed the Marines' objections and prohibited interference, convincing many officers that the Government regarded the Marines as disposable tools 374 375.

Overthrow

As Saint Seven's coalition prepared to strike Mary Geoise, the Government ordered the Marines to suppress Revolutionary Army unrest across the Four Seas. Sengoku and Garp used those orders to disperse the Marine forces away from the Holy Land, leaving the Gorosei unaware that the rebellion was coordinated against them 385.

The World Government collapsed after the coalition attacked Mary Geoise. A worldwide broadcast announced its overthrow, the defeat of the World Nobles, and the creation of a new Sky City above the former Holy Land 396 397 398.

Fall and Succession

The Gorosei cooperated with Saint Seven after recognizing that the World Government had ended, but were later publicly tried for their accumulated crimes. Fujitora read their charges before the five elders and Garling were executed before a worldwide audience 396 410.

Saint Seven abolished slavery, ended the affiliated-nation system, and called former member states into a new United Kingdom. At the first United Kingdom Reverie, the attending rulers crowned him King of the World, formally ending the World Government's eight-century rule 399 407 411.
