Geography and Strategic Position

• Surrounded by sea, the Land of Water is difficult to attack and remote from the wars surrounding the Land of Fire. These qualities led Sanpo to choose it as a place for Konoha to rebuild its strength 112 114.
• The nation is described as comprising twelve islands. Later land reclamation linked smaller islands around its main island and more than doubled its land area 136 254.

History

Coups and Konoha's relocation

Sanpo proposed moving Konoha to the Land of Water and becoming its daimyo. He contacted the reigning daimyo with an offer to bring over the Uchiha clan and eliminate Yagura; Uchiha Shisui then used Kotoamatsukami to deepen the daimyo's ambition. Before the ensuing coup, the daimyo granted Sanpo the title of Count of the Land of Water and Yizhou Island as his fief 112 114.

After learning of the plot against him, Yagura attacked the Daimyo Residence. Kirigakure killed the daimyo and his conspirators, purged twelve noble families, and declared direct rule over the Land of Water 113.

Sanpo used his appointment as count to claim the daimyo's position. Konoha's leaders approved relocation, and he deployed an advance force of elite ninja to the capital. Yagura was defeated, while most surviving Kirigakure ninja submitted. Border forces subsequently surrendered; Sanpo disbanded Kirigakure, placed its former territory under the Daimyo Residence, and declared that Konoha would relocate to serve as the new regime's guardian force 114 117 118.

Expansion and unification war

• During the Land of Fire's succession war, Sanpo's government sought to demonstrate its strength through mediation while drawing talent and wealth to the Land of Water 215.
• The Land of Water later accepted territories offered by the Land of Fire's princes. Once the remaining cities were handed over, the Land of Fire's flag was lowered and the nation ceased to exist 349 350.
• An alliance of Iwagakure, Kumogakure, Sunagakure, and Akatsuki attacked on four fronts. Land of Water forces defended the borders before Sanpo declared a war to unify the Ninja World; several smaller nations surrendered voluntarily 360 383.

Government and Development

• Administration: Sanpo governed from the Water Kingdom Palace with a council that included Nara Shikaku, Hyuga Hiashi, and other officials 206 215.
• Refugees: The nation took in people displaced by wars elsewhere. More than 3.2 million immigrants arrived in one month, and Sanpo directed officials to provide homes and food on newly reclaimed land 254 255.
• Land Reclamation Corps: Refugees were offered farmland, housing, and supplies in exchange for work settling Nameless Planet. Sanpo transported an initial group of 500,000 civilians there 260.
• Technology: The capital developed subways, electric buses, mobile phones, and computers. Visiting ninja delegations also observed widespread use of cars and motorcycles 280 330.
• Integration of the Land of Fire: After the handover, the government supplied relief grain and began building communications infrastructure, reservoirs, trade routes, and border outposts in the former Land of Fire 350 351.
