History
Origins and the shinobi-village order
The Ninja World’s history is tied to chakra, the Sage of Six Paths, and the conflict surrounding Otsutsuki Kaguya. Hagoromo sealed Kaguya, created the Nine-Tails and the Demonic Statue of the Outer Path, and later allegedly manipulated the world through an Impure World technique linked to his Rinnegan. 391
After Konoha’s founding, other countries copied its shinobi-village model. Although this appeared to bring peace, competition over interests between villages preserved the conditions for future wars. Uchiha Madara reportedly proposed unifying the world by force while Konoha was strongest; Hashirama Senju rejected the proposal. 234
Rule of daimyos and recurring wars
For much of its history, the Ninja World was controlled politically by daimyos and nobles, while shinobi villages relied on missions and wartime funding to survive. Konoha’s war expenses alone could exceed ten billion ryō per month when wages, tools, medical care, pensions, and reconstruction were included. 554
According to Uchiha Sanpo, wars between the great nations were tacitly allowed as a means of consuming surplus ninja, redrawing spheres of influence, and consolidating elite rule. 497
Fragmentation and engineered turmoil
Following the Land of Fire daimyo’s death, its five princes contested succession, each backed by different noble or foreign interests. The Land of Water avoided direct annexation of the Land of Whirlpools, instead garrisoning it under the pretext of maintaining order while allowing the Land of Fire’s internal conflict to deepen. 206
The resulting instability spread across the world. The Lands of Earth, Lightning, and Wind supported competing Fire Country princes, while smaller countries such as the Lands of Grass and Moon risked annexation or vassalization. 215
Uchiha Sanpo further encouraged this instability by directing Nagato to found the Land of Akatsuki, recruit shinobi, seize territory, and become a feared “great villain” whose actions would make the nations distrust one another. 241 254 Akatsuki’s later offensives captured multiple border cities in the Lands of Wind and Earth, accelerating the collapse of the previous balance of power. 311
Unification campaigns
Uchiha Sanpo publicly declared his intention to unify the Ninja World into a peaceful order without division or war. He promised that compliant nations could retain their cultures and customs, while political and military command would be centralized. 380
Several smaller nations, including the Lands of Demons, Bears, and Tea, submitted to the Land of Water before the deadline. The Lands of Earth, Lightning, and Wind resisted, leading to simultaneous major battles and eventual victories for Land of Water forces. 383

Sanpo’s government used immigration rewards and public communication campaigns to counter hostile propaganda. Each person recruited to immigrate to the Land of Water earned a reward of 200,000 ryō, with an additional one-million-ryō bonus for bringing more than twenty people. 352
Technology
The Land of Water developed technologies that astonished visiting shinobi from other villages, including high-rise buildings, cell phones, computers, cars, motorcycles, and widespread electronic infrastructure. 330
