Background / History

Confrontation with Kumogakure

When Tamura Hiroshi and Natsuhi Star arrived in Hoshigakure, the village's ninja surrounded and threatened them. Tamura responded by manifesting the Heavenly Buddha Statue, overwhelming the village with killing intent and chakra pressure. The Third Hoshikage eventually arrived, endured the pressure, and repeatedly bowed to apologize for his subordinates' actions. 303

Tamura accused him of lacking control over Hoshigakure and allowing other factions to operate beneath him. The Third Hoshikage admitted that he had failed to manage his subordinates, while privately realizing that Tamura had seen through his attempted display of force. 303

After Tamura departed, the Hoshikage questioned Natsuhi about her decision to join Kumogakure and asked whether Kumogakure had many experts comparable to Tamura. Natsuhi answered that many could rival him, leaving the Hoshikage visibly shaken by the gulf between Hoshigakure and the major ninja villages. 304

Sending Children to Kumogakure

Having accepted Hoshigakure's weakness, the Third Hoshikage personally selected ten intelligent, talented children and brought them to Tamura and Natsuhi for recruitment. He entrusted their future to the pair, allowing the children to leave Hoshigakure to train and grow stronger. 305

Personality

The Third Hoshikage is cautious and pragmatic when confronted by overwhelming strength. Though he initially appears to have tolerated—or participated in—a show of force against Kumogakure's visitors, he immediately abandons resistance once Tamura demonstrates the difference in power. 303

He is deeply aware of Hoshigakure's vulnerability after witnessing Tamura's abilities firsthand. This realization leads him to place the village's promising children in Kumogakure's care rather than cling to Hoshigakure's pride. 304 305
