Even the Administratum, the Department of the Munitorum, and the Imperium, foolish as they might be, wouldn't give a newly recognized Inquisitor that much power.

That was a classic misconception.

Not every Inquisitor in the Imperium was named Eisenhorn!

And from what Aruman knew of Winnie Winslet, his strongest impression was that she was Charles Gransol's direct apprentice.

It was obvious that Winnie Winslet was a newly appointed Inquisitor!

Even with Gransol as her mentor, the power and influence she could command were far inferior to his.
