Kakashi said it through gritted teeth, as if he'd swallowed a fly.
After the Nine-Tails' Rampage, there had been rumors in the village that Third Hokage was the Strongest Hokage. Third Hokage himself hadn't denied them, tacitly accepting the title.
Still, Kakashi felt that compared with First Hokage, who had pacified a world in chaos, Third Hokage fell far short.
