Tobirama nodded and asked Itachi, "Itachi, if you were the head of the Ninja Sect right now, how would you unite everyone in the face of the Five Great Shinobi Villages' desire for independence and the Five Great Nations' hostility toward the Ninja Sect?"

Izuna and Fugaku frowned, beginning to ponder Tobirama's question.

They were all worldly people!
After thinking for a while, Itachi looked into Tobirama's eyes and said, "Establish an invincible enemy, and use fear to unite everyone."
Tobirama's eyes lit up. "That's right, Itachi. You're right."
"The Ninja Alliance and the Ninja Sect were not established because the Five Great Shinobi Villages had some grand awakening. They had no choice but to unite because they feared Madara's power."
