Hanzo had stationed people to keep watch in every city in the Land of Rain.

Mifune, whose combat power was on the level of a Quasi-Kage, also patrolled the entire country. In a Land of Rain this small, anyone could be in serious danger.

If they were held up by Amegakure's shinobi, Hanzo could arrive within half a day. Combined with the wide area covered by his Salamander Poison, that made the Land of Rain a place from which scouts from other villages rarely returned.
