Jiang Yue and the others had clearly noticed these changes among the Underground Race as well.
Perhaps the Taiyi Academy had been the first to use this tactic, but Jiang Yue believed that the Underground World would surely promote it widely after seeing it here in Eagle Country, and that the other Underground Race armies would learn from it.
In other words, the Underground Race's old "lay low" tactic might well be playing out in Great Zhang Country at this very moment, too.
Eagle Country's slow, inefficient response also left Jiang Yue and the others feeling anxious. If they were in Great Zhang Country, they would have acted long ago. They would never have let the Underground Race carry out construction so comfortably.
But this was Eagle Country's territory, and Eagle Country had hardly been friendly toward them. The fact that it hadn't forcibly driven them out already showed considerable restraint.
Take action on their own?
It wasn't that Jiang Yue and the others lacked the ability to act. They simply had no way to do so without Eagle Country noticing. In other words, if they started a fight, it would inevitably be a major spectacle. There was absolutely no way they could keep it out of Eagle Country's sight.
And if they acted without permission after being warned repeatedly, Eagle Country would surely fly into a rage and accuse them of provoking it, affecting relations between the two most powerful countries in the Surface World.
Jiang Yue and the others could do as they pleased in the Underground World, but once they returned to the Surface World, they had to take national interests into account.
